Problem
User tries to restart VM machine and gets the following errors
The operation is not allowed in the current state.
the attempted operation cannot be performed in the current state (powered off)
Solution
Restart the VMware services from the command line to reset the state
SSH to host
/etc/init.d/hostd restart
/etc/init.d/vpxa restart
