A count that implies records navigates to those records, filtered. There are no decorative KPIs: if the dashboard says forty-one accounts are at risk, clicking it produces the forty-one.

Screens may render governed simulation data while a channel is unconfigured, but an action always creates a durable task, approval, event or audit row. What happened is reconstructable after the fact.
